Students from among orphans: defining benefits and guarantees

Students who are orphans and children deprived of parental care are provided with various benefits. In this article, we will consider in detail what benefits and privileges these categories of persons can count on while studying at institutions of professional pre-higher and higher education.

Categories of beneficiaries:

Before talking directly about payments and guarantees, let's find out who is among their recipients. So, according to Article 1 of Law No. 2342 (Law of Ukraine “On Ensuring Organizational and Legal Conditions for Social Protection of Orphans and Children Deprived of Parental Care” dated January 13, 2005, No. 2342-IV):

• an orphan is a child whose parents have died or are deceased;

• children deprived of parental care - children who are left without parental care due to certain circumstances (deprivation of their parents of their parental rights, recognition of their parents as missing or incapacitated, declaration of their death, parents serving sentences in prisons and detention, etc.);

• persons from among orphans and children deprived of parental care - persons aged 18 to 23 years whose parents died or perished before the age of 18, and persons who were classified as children deprived of parental care.

In turn, a child is considered a person under the age of 18 (majority), unless, according to the law, he or she acquires the rights of an adult earlier. This is stated in Article 2 of Law No. 2811 (Law of Ukraine "On State Assistance to Families with Children" dated 21.11.92 No. 2811-XI).

The procedure for a child to acquire the status of an orphan or a child deprived of parental care is defined By order No. 866 (The procedure for conducting activities related to the protection of children's rights by guardianship and trusteeship bodies was approved by the Resolution of the Cabinet of Ministers of Ukraine dated September 24, 2008 No. 866.). The relevant decision is made by the district state administration, the executive body of the local council of the territorial community at the place of origin of such a child upon submission of the children's service.

A personal file is created for each orphan and child deprived of parental care. It is kept by the children's service for five years after the child reaches the age of majority (clause 18 of Order No. 866). After this period, the personal file is transferred to the archive.

Orphans and children deprived of parental care, as well as individuals from among them, are fully supported by the state. Moreover, in the event of continuing education, such a right is retained by these individuals until the age of 23 or until graduation from the relevant educational institutions (Part 3, Article 8 of Law No. 2342). In addition, the state ensures that such persons have a free choice of educational direction and professional field that would optimally meet the needs and desires of their personality.

For students who are orphans and children deprived of parental care, the current legislation provides a number of benefits and guarantees during their studies at universities. Among them, in particular: payment of social scholarships, provision of free meals, textbooks, clothing and footwear, etc. (see the diagram below). At the same time, the educational institution is a direct participant in the process of implementing state policy in the field of social protection of the specified categories of persons.

Benefits and guarantees for orphaned students

Social scholarship

Orphans and children deprived of parental care, as well as persons from among them who study in institutions of professional pre-higher and higher education (hereinafter referred to as ZFPO and ZVO), are paid a social scholarship. This is expressly provided for Part 4, Article 8 of Law No. 2342The award of such a scholarship is carried out in accordance with the norms Order No. 882 (The procedure for assigning and paying scholarships, approved by the Resolution of the Cabinet of Ministers of Ukraine dated July 12, 2004 No. 882) and Order No. 1045 (The procedure for using funds provided for in the state budget for the payment of social scholarships to students (cadets) of institutions of professional pre-higher and higher education, approved by the Resolution of the Cabinet of Ministers of Ukraine dated 28.12.2016 No. 1045).

Documents

To be awarded a social scholarship, students who are orphans and children deprived of parental care must submit an application to the educational institution at the place of study. The application must also include copies of the following documents (para. 6, clause 5 of Order No. 1045):

1) passport of a citizen of Ukraine;

2) birth certificate;

3) certificate of assignment of the registration number of the taxpayer's registration card (not attached by individuals who, due to their religious beliefs, refuse to accept it and have a corresponding mark in their passport);

4) student ID card (if it is impossible to submit a copy of the student ID card, a copy of the certificate of study of the student at this educational institution is submitted);

5) decision of the guardianship and trusteeship body on granting the status of an orphan or a child deprived of parental care, or an extract from the registration and statistical card of an orphan or a child deprived of parental care;

6) death certificate of parents;

7) court decision declaring the parents deceased;

8) court decision declaring the parents missing.

Size

From January 1, 2021, the amount of the social scholarship for students from among orphans and children deprived of parental care is tied to the subsistence minimum indicator as of January 1 of the current year and is (Clause 7 of Order No. 1045):

• for orphans, children deprived of parental care, — 150 % of the subsistence minimum for children aged 6 to 18 (2395 UAH × 150 % = 3592.50 UAH);

• for orphans and children deprived of parental care - 150 % PMPO (2270 UAH x 150 % = 3405 UAH);

• for persons who, during the period of study, aged 18 to 23, were left without parents (whose parents died/were declared dead, died or went missing), — 150 % PMPO (2270 UAH x 150 % = 3405 UAH).

WARNING!

In the month a student reaches the age of majority, he/she is due a social scholarship in the amount of 150 % of the subsistence minimum for children aged 6 to 18, and from the following month - 150 % of the PMPO.

It should also be noted that the social scholarship is paid to students who, according to the results of the academic semester, do not have academic debt, unsatisfactory academic results, and are included in the performance rating (Clause 20 of Order No. 882). If an orphan student has academic debt, he must pay it off before the start of the next academic semester. Otherwise, he will lose the right to a social scholarship (see the letter of the Ministry of Education and Science dated 21.03.2018 No. 1/11-3038 // "Budget Accounting", 2018, No. 35, p. 5).

Social + academic at the same time

Students who are orphans and children deprived of parental care, as well as persons who were left without parents during their studies between the ages of 18 and 23 (hereinafter referred to as orphan students), may simultaneously receive both a social and an academic scholarship. Their right to receive a social scholarship is guaranteed and in no way depends on receiving an academic scholarship. Moreover, it does not matter at what level of educational institution the student-beneficiary studies: ZFPO or ZVO. The right of the specified category of persons to be simultaneously assigned two scholarships is unchanged. This is evidenced by the norms para. 3 part 2 art. 54 of Law No. 2745 (Law of Ukraine "On Professional Pre-Higher Education" dated 06.06.2019 No. 2745-VIII) and para. 2 part 4 art. 62 of the Law on Higher Education (Law of Ukraine "On Higher Education" dated 01.07.2014 No. 1556-VII).

By the way, the right to receive two scholarships at the same time does not apply to other categories of recipients of social scholarships (for example, children of combatants, Chernobyl survivors, etc.). Different rules are established for them (Clause 22 of Order No. 882).

Food

Students from among orphans have the right to free food until they graduate from the relevant educational institutions. The guideline is the norms established for school-age pupils of boarding schools. This condition is contained in par. 1 p.p. 1 p. 13 of resolution No. 226 (Resolution of the Cabinet of Ministers of Ukraine “On improving the upbringing, education, social protection and material support of orphans and children deprived of parental care” dated 05.04.94, No. 226.).

Information on the cost of meals in boarding schools of the relevant region, taking into account trade markups, is provided to educational institutions by the departments (departments) of education and science of regional state administrations at least twice a year (as of January 1 and September 1 of the current year) (see letter of the Ministry of Education and Science dated January 28, 2021 No. 1/10-384). Therefore, when establishing a specific amount of the cost of meals, educational institutions should contact such bodies.

However, given the objective difficulties associated with organizing the procurement of food products and/or food services, the Ministry of Education and Science, together with the Ministry of Health, approved Resolution No. 871 (Resolution of the Cabinet of Ministers of Ukraine “On Amendments to the Resolution of the Cabinet of Ministers of Ukraine dated March 24, 2021 No. 305” dated August 18, 2021 No. 871.). The last amendment was made to Resolution No. 305.

Therefore, there is currently a transition period for new food standards until January 1, 2022. During this period, the old standards approved may apply. Resolution No. 1591 (Resolution of the Cabinet of Ministers of Ukraine “On approval of nutritional standards in educational institutions and children's health and recreation facilities” dated 22.11.2004 No. 1591). But this applies exclusively to food purchase contracts (catering services) concluded before 07.04.2021 and the validity period of which is set until 31.12.2021.

Please note: if there is no possibility to organize full meals, students of the preferential category must be paid monetary compensation.

The amount of the latter should be equal to the cost of meals in educational institutions with 24-hour stay, which include a boarding house, in the relevant region, taking into account trade margins (para. 2, clause 16 of resolution No. 305).

Monetary compensation should be paid for all days of the student's stay at the educational institution, that is, from the moment of his enrollment to graduation/expulsion (see letter of the Ministry of Education and Science dated March 11, 2021 No. 1/11-1645).

Orphan students who do not go to places of organized recreation during vacations, as well as during their illness, are given cash within the established monetary norm for meals, taking into account the trade markup (p.p. 8 p. 13 of resolution No. 226).

Provision of clothing and footwear

Upon admission to study

Students who are orphans are given a free set of new clothes and shoes (par. 1 p.p. 1 p. 13 of resolution No. 226). And here two points should be taken into account.

Firstly, such provision is carried out at the expense of the institutions they graduated from. That is, for example, if an orphan child graduated from a general education school and enrolled in a vocational school/higher education institution, then the purchase of clothes and shoes is carried out at the expense of the school.

Secondly, clothing and footwear are issued for an amount of at least 12 non-taxable minimum incomes of citizens (hereinafter referred to as NMI). In monetary terms, this is 204 UAH (12 x 17 UAH).

At the same time, the wording "not less" means that it is theoretically possible to pay more, but not less. This also applies to other payments, which will be discussed below.

During the study period

While studying at ZFPO and ZVO, orphan students are provided with clothing, footwear, and soft furnishings according to the standards established in Order No. 763 (Order of the Ministry of Education and Science "On approval of the norms of material and financial support for orphans and children deprived of parental care, as well as pupils of boarding schools" dated 11/17/2003 No. 763.). Thus, in accordance with clause 2.2 of this order, the standard financial provision for the purchase of wardrobe items and textile underwear for students is not less than 35 NMDG, or 595 UAH (35 x 17 UAH).

At the same time, the annual replenishment of wardrobe and textile underwear should not exceed 65 % of the specified norm. That is, it is necessary to meet the amount of 386.75 UAH (595 UAH x 65 %).

After graduation (upon employment)

ZFPO and ZVO must provide graduates from among orphans and children deprived of parental care with clothing, footwear, soft furnishings and equipment upon their employment (clause 4 clause 13 of resolution No. 226).

Such issuance is carried out for an amount of at least 40 NMDG, i.e. at least 680 UAH (40 x 17 UAH).

At the request of graduates, they may be paid monetary compensation in the amount necessary to purchase clothing and footwear.

Assistance for the purchase of literature

Within 30 days after the start of the academic year, ZFPO/ZVO must pay orphan students an annual allowance for the purchase of educational literature.

The amount of such assistance is at least three monthly social scholarships. Given the fact that assistance for the purchase of textbooks is annual, its payment is made every year (until September 30) before graduation. It is paid out of funds provided for educational institutions in the relevant budgets.

Financial aid for graduates

Graduate students from among orphans are entitled to a one-time cash benefit upon employment. The amount of such benefit is 6 subsistence minimums for persons of the appropriate age (Part 7, Article 8 of Law No. 2342).

The level of education received by the graduate does not play a role here. The main thing is that after graduation the former student finds a job. The type of employment contract (fixed-term or open-ended) also does not matter.

But it is not worth delaying the payment of assistance to the educational institution. This must be done by the end of the current financial year in which the graduate graduated from the educational institution. This was emphasized by the specialists of the Ministry of Education and Science in the letter dated August 14, 2018 No. 1/11-8602 (cf. USER_SHOW_ID).

Other benefits and guarantees

In addition to the above, orphaned students are entitled to the following benefits and guarantees:

• admission to educational institutions without competition (clause 2 clause 13 of resolution No. 226);

• free accommodation in a hostel para. 2, clause 1 of Resolution No. 796 (The list of paid services that may be provided by educational institutions, other institutions and educational system institutions belonging to the state and municipal forms of ownership, approved by the Resolution of the Cabinet of Ministers of Ukraine dated August 27, 2010 No. 796);

• payment of annual material assistance from the scholarship fund of the educational institution in the amount of not less than 8 NMDG (clause 3 clause 13 of resolution No. 226);

• payment (according to the norms for business trips) during the vacation period of daily allowances for the time spent on the road (there and back) and the cost of travel to the institutions or families where they were raised, at the expense of educational institutions (p.p. 6 p. 13 of Resolution No. 226);

• payment of a one-time cash benefit upon reaching the age of 18 in the manner and amounts specified Resolution No. 823 (Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure for Providing One-Time Assistance to Orphans and Children Deprived of Parental Care after Reaching the Age of 18” dated August 25, 2005 No. 823). However, this payment has no direct relation to the educational process or to educational institutions. Orphans and children deprived of parental care who have reached the age of 16, in the event of the absence of housing for such children, have the right to be registered in housing registration and social housing registration at the place of their origin or residence until the establishment of guardianship, care, placement in foster families, family-type orphanages, institutions for orphans and children deprived of parental care, upon application by the guardian or custodian, adoptive parents, foster parents, the administration of the institution where the child lives, or the guardianship and trusteeship body. After the end of their stay in the relevant institutions, family-type orphanages, foster families or the end of the term of care, orphans and children deprived of parental care, as well as individuals from among them, are provided with social housing for a month until they are provided with a well-equipped residential space for permanent residence.

List of documentsfor the assignment of a social scholarship to students of preferential categories of full-time study by state order

I. Requirements for document preparation

1. A social scholarship is assigned starting from the month of the written application for its assignment.

2. The social scholarship is awarded on a semester basis for the duration of the academic semester according to the curriculum.

3. Social scholarships are awarded to students who, according to the results of the academic semester, do not have academic debt, unsatisfactory academic results, and are included in the performance rating.

4. Students of the categories specified in paragraphs 3-11, 13-18 of Section II who become eligible for an academic scholarship are granted one type of scholarship of their choice according to a written application.

5. The documents specified in paragraphs 1-18 of Section II are submitted by students to the college accounting department in 2 copies upon initial assignment of a social scholarship. You must have with you: 1) original documents, 2) a cardboard binder.

II. List of documents by categories of student beneficiaries

  • a statement of the established form (written in the college accounting department);
  • copy of passport;
  • a copy of a document confirming the place of registration or an extract from the Unified State Demographic Register;
  • copy of identification code;
  • copy of birth certificate;
  • copy of student ID card;
  • college certificate of state-funded studies.

In addition to the above documents, depending on the benefit category, students submit:

1. Orphans and children deprived of parental care, persons from among them in the case of continuing their studies until the age of 23 or until graduation from the College:

  • a copy of the decision of the guardianship and trusteeship body on granting the status of an orphan or a child deprived of parental care, or an extract from the registration and statistical card of an orphan or a child deprived of parental care.

Note: This category of students, along with a social scholarship, may also be paid an academic scholarship (if assigned).

2. Students who were left without parents during their studies between the ages of 18 and 23 (for the entire period of study):

  • one of the documents: a certificate in the form established by the Ministry of Integration, which contains information about parents who are prisoners of war (held captive by the aggressor state), deprived of personal liberty (detained, taken hostage) by the authorities of the aggressor state (occupational administrations and armed formations); a document confirming the death of the parents, issued by a military formation, a special-purpose law enforcement agency; a copy of the parents' death certificate; a copy of the court decision declaring the parents deceased; a copy of the court decision recognizing the parents as missing / an extract from the Unified Register of Persons Missing in Special Circumstances (prior to its operation - an extract from the Unified Register of Pre-Trial Investigations), which certifies the fact of entering information into this register that the parents are wanted as missing in special circumstances or recognized as missing in special circumstances.

Notes:
1. This category of students, along with a social scholarship, may also be paid an academic scholarship (if assigned).
2. If the person was raised by a single mother, an extract from the State Register of Civil Status Acts of Citizens on the state registration of the birth of a child, issued by the department of state registration of civil status acts, or a birth certificate issued by the executive body of a village, settlement, or city council, indicating the grounds for entering information about the child's father into the birth record in accordance with paragraph one of part one of Article 135 of the Family Code of Ukraine, shall be attached.

3. Persons who are entitled to receive a social scholarship as victims of the Chernobyl disaster (for the entire period of study within the validity of supporting documents):

  • a copy of the identity card of a person who suffered as a result of the Chernobyl disaster or a copy of a certificate of the established sample issued to a minor child of a deceased citizen classified as category 1, 2 or 3 of participants in the liquidation of the consequences of the accident at the Chernobyl NPP, whose death is associated with the Chernobyl disaster. Note: This category of students includes persons specified in Articles 20-22 and 30 of the Law of Ukraine "On the Status and Social Protection of Citizens Suffering as a Result of the Chernobyl Disaster".

4. Miners who have at least three years of underground work experience (for the entire period of training):

  • certificate from a mining company indicating experience in underground work.

Note: If it is impossible to submit a certificate from a mining enterprise indicating the length of underground work, a certificate from the Pension Fund of Ukraine indicating the length of underground work shall be submitted.

5. Persons who became students within three years after completing basic and/or complete general secondary education, whose parents are miners, who have at least 15 years of experience in underground work or died as a result of an accident at work or who were diagnosed with group I or II disability (for the entire period of study):

  • certificate from a mining company indicating the length of underground work experience;
  • certificate of an accident related to production, under form N-1, which was valid until 07/01/2019 (for disabled parents);
  • copy of the MSEC certificate (for disabled parents);
  • copy of the death certificate of the father/mother (for deceased parents). Note: If it is impossible to submit a certificate from the mining enterprise indicating the length of underground work, a certificate from the Pension Fund of Ukraine indicating the length of underground work shall be submitted.

6. Persons recognized as victims of the Revolution of Dignity and participants in hostilities (for the entire period of training):

  • a copy of one of the documents: a certificate of a combatant of the established sample; a certificate of a victim of the Revolution of Dignity of the established sample.

7. Children of persons recognized as victims of the Revolution of Dignity and participants in hostilities (until graduation, but no longer than until they reach the age of 23):

  • a copy of the certificate of a combatant (father, mother) of the established sample; a copy of the certificate of a victim of the Revolution of Dignity (father, mother) of the established sample.

8. Persons in respect of whom the fact of deprivation of personal liberty as a result of armed aggression against Ukraine has been established, after their release (for the entire period of study):

  • an extract from the Unified Register of persons in respect of whom the fact of deprivation of personal liberty as a result of armed aggression against Ukraine has been established, in the form approved by the Ministry of Reintegration or a copy of the decision (protocol) on establishing the fact of deprivation of personal liberty as a result of armed aggression against Ukraine.

9. Children of persons in respect of whom it has been established that they were deprived of their personal freedom as a result of armed aggression against Ukraine, as well as children of persons in respect of whom it has been established that they were deprived of their personal freedom as a result of armed aggression against Ukraine, who died/died (before graduation, but no longer than before they reach the age of 23):

  • an extract from the Unified Register of persons in respect of whom the fact of deprivation of personal liberty as a result of armed aggression against Ukraine has been established, in the form approved by the Ministry of Reintegration or a copy of the decision (protocol) on establishing the fact of deprivation of personal liberty as a result of armed aggression against Ukraine;
  • a copy of a document confirming the family relationship with a person in respect of whom the fact of deprivation of personal liberty as a result of armed aggression against Ukraine has been established (court decision on recognition of paternity if paternity has been established by a court).

10. Children whose parents died during mass civil protest actions or died as a result of injury, contusion or mutilation received during mass civil protest actions (before graduation, but no longer than until they reach the age of 23):

  • copy of the father's (mother's) death certificate;
  • a copy of a certificate or certificate of the established sample of a family member of a deceased (deceased) war veteran.

11. Children registered as internally displaced persons (until graduation, but no longer than until they reach the age of 23):

  • a copy of the certificate of registration of an internally displaced person, issued at the place of actual residence during study at the University.

12. Persons who are awarded social scholarships of the Verkhovna Rada of Ukraine for students from among orphans and children from low-income families (for the period determined by the decision of the Cabinet of Ministers):

  • a copy of the certificate of a person with a disability; a copy of the order of the Cabinet of Ministers of Ukraine on the assignment of a social scholarship of the Verkhovna Rada of Ukraine. a consequence of the war of the established sample.

Note: This scholarship is paid to this category of students in addition to other scholarships or grants, including academic and social scholarships, and state aid.

13. Disabled children and persons with disabilities of groups I – III (for the period of validity of the conclusion or certificate without age limit):

  • a copy of a medical certificate for a disabled child under the age of 18, or a copy of the MSEC certificate (for the period of validity of the certificate);
  • copy of pension certificate (if available).

 Notes:
1. The payment of a social scholarship to this category of students is continued subject to the submission of supporting documents no later than 6 months from the date of their issuance.
2. If it is impossible to send such persons for a repeat examination, the term of which fell during the period of martial law, provided that the attending physician or medical advisory commission makes a decision to extend the temporary disability, the payment of the assigned social scholarship shall be extended for the term of martial law or its cancellation, but not more than 6 months after its termination or cancellation.

14. Students from low-income families (for the period of validity of the certificate, there is no age limit):

  • a certificate from the social protection authority on the appointment of the family for assistance in accordance with the Law of Ukraine "On State Social Assistance to Low-income Families" (the certificate is usually issued for six months).

Note: For this category of students, the payment of a social scholarship is continued provided that the relevant certificate is submitted no later than three months from the date of its issuance.

15. Persons with disabilities as a result of war (for the entire period of study within the validity of the certificate):

  • a copy of the certificate of a person with a disability as a result of war of the established sample.

16. Children of persons with disabilities as a result of war (until the completion of their studies within the validity period of the certificate, but no longer than until they reach the age of 23):

  • a copy of the certificate of a person with a disability as a result of war of the established sample.

17. Children of deceased, deceased (those who went missing) participants of the Revolution of Dignity, participants in hostilities, persons with disabilities as a result of the war, or Defenders of Ukraine (until graduation, but no longer than until they reach the age of 23):

  • copy of the father's (mother's) death certificate;
  • a copy of the certificate or certificate of a family member of the deceased/certificate of a family member of the deceased Defender of Ukraine of the established sample.

18. Children living in settlements on the contact line (until they finish school, but no longer than until they reach the age of 23):

  • an extract from the register of the territorial community, which contains information about the declared/registered place of residence (stay) of a person in a settlement on the contact line. Notes: 1. Such persons acquire the right to a social scholarship if, on the day of applying for its appointment, the settlement in which they lived at the time of enrollment in an educational institution is included in the list of settlements located on the contact line. 2. Settlements located on the contact line are determined by the order of the Cabinet of Ministers of Ukraine dated 07.11.2014 No. 1085-р.

Payment benefits for
accommodation in student dormitories of the College

 I. Procedure for organizing work on providing benefits

1. To receive a discount on payment for accommodation in a dormitory when settling in for the new academic year, students of the categories specified in Section II submit, within a week after settling in, applications to the dormitory teachers addressed to the director with a set of documents according to the sample posted on the bulletin board in the dormitories.

2. Dormitory teachers collect applications and centrally transfer them to the Deputy Director for Educational Work.

3. The Deputy Director for Educational Work signs the applications and transfers them to the college office. After registering the applications, a corresponding order is prepared to assign a discount on the payment for living in the dormitory.

II. List of categories of full-time students (state order and contract) and documents for granting them benefits in accordance with the requirements approved by the Resolution of the Cabinet of Ministers of Ukraine dated November 23, 2016 No. 975, as amended.

1. Persons recognized as participants in hostilities – free accommodation in a dormitory for the entire period of study: application, copy of the certificate of a combat participant issued in accordance with the resolution of the Cabinet of Ministers of Ukraine dated August 20, 2014 No. 413.

2. Persons with disabilities as a result of war – free accommodation in a dormitory for the entire period of study: application, copy of the certificate of a person with a disability as a result of the war, issued in accordance with the resolution of the Cabinet of Ministers of Ukraine dated May 12, 1994 No. 302.

3. Persons recognized as victims of the Revolution of Dignity – free accommodation in a dormitory for the entire period of study: application, copy of the certificate of the injured participant of the Revolution of Dignity, issued in accordance with the resolution of the Cabinet of Ministers of Ukraine dated February 28, 2018 No. 119.

4. Children of persons recognized as participants in hostilities – free accommodation in a dormitory until they reach the age of 23: application, copy of the child’s birth certificate; copy of the certificate of a combatant (father or mother), issued in accordance with the resolution of the Cabinet of Ministers of Ukraine dated 20.08.2014 No. 413

5. Children of persons with disabilities as a result of war – free accommodation in a dormitory until they reach the age of 23: application, copy of the child's birth certificate; copy of the ID card of a person with a disability as a result of the war (father or mother), issued in accordance with the resolution of the Cabinet of Ministers of Ukraine dated May 12, 1994 No. 302.

6. Children of persons recognized as victims of the Revolution of Dignity – free accommodation in a dormitory until they reach the age of 23: application, copy of the child's birth certificate; copy of the identity card of the injured participant in the Revolution of Dignity (father or mother), issued in accordance with the resolution of the Cabinet of Ministers of Ukraine dated February 28, 2018 No. 119.

7. Children of the fallen (deceased) Defenders of Ukraine – free accommodation in a dormitory until they reach the age of 23: application, copy of the child's birth certificate; copy of the identity card of a family member of the deceased Defender of Ukraine or the identity card of the deceased, issued in accordance with the resolution of the Cabinet of Ministers of Ukraine dated May 12, 1994 No. 302.

8. Children of persons who died or died as a result of wounds, mutilation, contusion or other health injuries received during participation in the Revolution of Dignity, as well as children of persons who were posthumously awarded the title Hero of Ukraine for civic courage, patriotism, heroic defense of the constitutional principles of democracy, human rights and freedoms, selfless service to the Ukrainian people, demonstrated during the Revolution of Dignity – free accommodation in a dormitory until they reach the age of 23: application, copy of the child's birth certificate; copy of the identity card of a family member of the deceased, issued in accordance with the resolution of the Cabinet of Ministers of Ukraine dated May 12, 1994 No. 302.

9. Persons in respect of whom it has been established that they were deprived of their personal liberty as a result of armed aggression against Ukraine, after their release – free accommodation in a dormitory for the entire period of study: application, copy of an extract from the Unified Register of Persons in respect of whom the fact of deprivation of personal freedom as a result of armed aggression against Ukraine has been established, issued in accordance with the Procedure approved by the Resolution of the Cabinet of Ministers of Ukraine dated November 15, 2022 No. 1281.

10. Children of persons who have been found to be deprived of their personal liberty as a result of armed aggression against Ukraine – free accommodation in a dormitory until they reach the age of 23: application, copy of birth certificate; copy of extract from the Unified Register of Persons in respect of whom the fact of deprivation of personal liberty as a result of armed aggression against Ukraine has been established, issued in accordance with the Procedure approved by the Resolution of the Cabinet of Ministers of Ukraine dated November 15, 2022 No. 1281.

11. Children of persons who were found to have been deprived of their personal liberty as a result of armed aggression against Ukraine and who died (died) – free accommodation in a dormitory until they reach the age of 23: application, copy of birth certificate; copy of extract from the Unified Register of Persons in respect of whom the fact of deprivation of personal liberty as a result of armed aggression against Ukraine has been established, issued in accordance with the Procedure approved by the Resolution of the Cabinet of Ministers of Ukraine dated November 15, 2022 No. 1281; copy of the death certificate of the father (mother) in respect of whom the fact of deprivation of personal liberty as a result of armed aggression against Ukraine has been established in accordance with the Law of Ukraine “On Social and Legal Protection of Persons in respect of whom the fact of deprivation of personal liberty as a result of armed aggression against Ukraine has been established, and their family members”.

12. Children registered as internally displaced persons – preferential payment of 50% of the dormitory accommodation fee until they reach the age of 23 (provided that they do not receive assistance in accordance with the Resolution of the Cabinet of Ministers of Ukraine dated March 20, 2022 No. 332 “Some Issues of Payment of Housing Assistance to Internally Displaced Persons”): application, copy of the certificate of registration of an internally displaced person, issued in accordance with the Procedure approved by the Resolution of the Cabinet of Ministers of Ukraine dated October 1, 2014 No. 509; certificate issued by the Department of Social Protection of the Population on non-receipt of housing assistance, issued in accordance with the Resolution of the Cabinet of Ministers of Ukraine dated March 20, 2022 No. 332. The specified certificate is renewed annually upon settling in a dormitory for the next academic year.

13. Children living in settlements on the contact line – preferential payment in the amount of 50% of the fee for living in a dormitory until they reach the age of 23: application, copy of a certificate of registration of the person’s place of residence of the established sample (the list of settlements located on the contact line was approved by the order of the Cabinet of Ministers of Ukraine dated 07.11.2014 No. 1085 with amendments and supplements).
