GENERAL PROVISIONS
Rivne Vocational College (hereinafter referred to as the College) has the status of a separate structural unit of the National University of Life Resources and Environmental Sciences of Ukraine.
The history of the educational institution began in 1952 with the activities of the Rivne Regional Agricultural School for the training of heads of collective farms and a one-year school for collective farm accountants. The emergence of the school was dictated by the requirements of that time: post-war reconstruction of the national economy, continued industrialization, rapid development of the agricultural sector. Therefore, the need for highly qualified specialists was obvious. The first director of the school from October 1952 to December 1953 was Shamray V. E., and from December 1953 to October 1, 1956 – Pogorelov M. A.
On May 5, 1956, the Executive Committee of the Rivne Regional Council of Workers' Deputies adopted a resolution "On the Organization of an Agricultural College of Accounting", therefore, on the basis of a one-year school of accountants and collective farm accountants, the Rivne Agricultural College of Accounting was created (order of the Ministry of Agriculture of the Ukrainian SSR No. 1020-K dated October 8, 1956). Ignatchenko I. I. was appointed the first director of the college.
The official names of the educational institution changed over the years, and structural changes also took place. In order to train specialists without separation from production, in 1958 a correspondence department was created at the Rivne Technical School. The first head of the department was Bondarenko M.D.. The training was conducted in the specialty "Accounting" with a "recruitment plan" of 120 people. On August 23, 1962, by order of the Ministry of Agriculture of the Ukrainian SSR, Vakulyuk S. P. was appointed director of the technical school. The technical school had 25 teachers, 3 methodological commissions, and about 10 classrooms were created.
In 1962, the reconstruction of the educational building began, which was completed in 1969. In 1964, the second specialty “Planning and Organization of Agricultural Production” was opened, in 1968 the specialty “Hydro-Amelioration” was introduced, and in 1969 the “Hydro-Amelioration Department” was created. The development of agriculture in the region dictated the need for appropriate personnel. In 1989, the specialty “Jurisprudence” was introduced, in 1992 – “Land Management” and “Organization of Procurement and Commodity Analysis of Agricultural Products”. In 2001, the training of specialists in the specialties “Finance”, “Programming for EOT and AS” began, and 2012 gave a start to the training of students in the specialty “Building and Structure Decoration and Construction Design”.
The names of the educational institution were changed repeatedly - in 1969, the Rivne Accounting College was renamed the Rivne Agricultural College. In 1984, by order of the Ministry of Agriculture of the Ukrainian SSR, Yaremchuk O.D. was appointed the director of the college. In 1985, a nine-story student dormitory was put into operation.
In 1989, taking into account the requirements of the time, on the basis of the Rivne Agricultural College and the state farm "Zdobutok Zhovtnya" (the village of Obariv, Rivne district), the Rivne State Farm College was established. In 1994, the Rivne State Farm College was renamed the Rivne State Agricultural College.
In 1997, Yaroslav Petrovych Korsun became the director of the Rivne State Agricultural College. In 2000, the name of the institution was changed to the State Agrarian College, and in 2004, to the State Agrarian College. In 2000, the specialization “Technical Expertise of Buildings and Structures, Real Estate Transactions” was opened, and the following year, training in the specialties “Finance”, “Programming for EOT and AS” and the specialization “Land and Legal Relations” began. Since 2004, the educational institution has been called the Rivne State Agrarian College. By order of the Ministry of Education and Science of Ukraine dated January 14, 2016 No. 16 “On the Reorganization of the Rivne State Agrarian College”, the College became a separate structural unit of the National University of Life Resources and Environmental Management of Ukraine.
Starting in 2019, the college will be able to enroll students for studies at the first (bachelor's) level in four specialties.
The college's educational facilities have more than 50 classrooms, a computer center, a methodical office, a legal office laboratory, a sports complex, a basketball and volleyball court, a 25-meter shooting range, a military training area, 2 dormitories, a cafeteria, and a first-aid station.
Within the walls of the educational institution, over 65 years, almost 45 thousand specialists have been trained - accountants, construction technicians, land surveyors, organizers of commercial activities, lawyers, programmers - college graduates are known not only in the Rivne region, but also throughout Ukraine and beyond.
To fulfill the statutory functions assigned to the College to form a new generation of the national elite of Ukraine, to ensure the training of highly qualified specialists for state, educational institutions and business entities, this Program aims to build a new five-year strategy for the development of the College and provide it with effective implementation mechanisms.
The College Development Program has been developed in accordance with the requirements of current legislation, recommendations of the Ministry of Education and Science of Ukraine (hereinafter referred to as the Ministry of Education and Science), the Laws of Ukraine “On Higher Education”, “On Professional Pre-Higher Education”, “On Education”, “On Scientific and Scientific-Technical Activities”, the national system of sustainable development goals, the College Regulations, the experience of implementing the “Holosiivka Initiative 2020” program of the NUBiP of Ukraine, the NUBiP of Ukraine development program “Holosiivka Initiative – 2025”.
GOAL AND OBJECTIVES
The program is designed to implement qualitative and quantitative transformations in the College so that it can acquire the full characteristics of the status of a separate structural unit of the NUBiP of Ukraine, as one of the leaders of professional pre-higher education at the all-Ukrainian level.
The main objective of the proposed changes should be to ensure that the College provides high-quality educational services, trains highly qualified specialists of the European level, and interacts with the scientific and pedagogical staff of the NUBiP of Ukraine to train highly qualified scientific and pedagogical, scientific, managerial, and professional personnel for government bodies, agriculture, and related sectors of the economy and spheres of public life.
ANALYSIS OF CURRENT TRENDS IN THE DEVELOPMENT OF HIGHER AND VOCATIONAL EDUCATION IN UKRAINE
The prospects for the development of the College are closely related to the transformation of the global development of world education and science in the new conditions of the global COVID-19 pandemic caused by the SARS-COV-2 coronavirus, its impact on the formation of the field of knowledge, a number of national problems of a macroeconomic nature and internal factors of the development of the institution itself. The most important of them are the following:
- changing the usual socially active format of people's lives in countries around the world to a predominantly remote (online) format of communication and performance of production and social functions;
- the complex internal socio-political situation that has existed for the past few years on part of the state's territory, caused by aggression from Russia;
- high responsibility of public administration bodies for the consequences and problems of forming new vectors of international integration, primarily towards the structures of the European Union;
- the difficult financial and economic situation of the state due to the decrease in GDP over the past 2020, budget revenues, etc., unclear prospects for increasing the volume of budget funding for universities;
- unfavorable socio-demographic situation in the country, a decrease in the number of graduates of general education schools, a significant decrease in the level of training of students in secondary general education schools;
- continued outflow of graduates of Ukrainian schools to study abroad, attractive social and investment policies towards students from neighboring countries;
- the decline in the prestige of classical agricultural education in the world, the emergence of similar trends in Ukraine, the emergence of imbalances between demand and supply for basic agricultural professions;
- inconsistency of the level of the material and technical base with innovation requirements and the urgent need for its updating;
- Insufficient practical and research component in the professional training of pedagogical and scientific-pedagogical personnel, the growing need to improve the qualifications of the management staff and teachers of the College;
- the decline in the public prestige of scientific work, the inconsistency of the structure of the scientific sphere with the objective needs of economic and social development, the lack of an effective innovation system;
- lack of connections with potential customers of personnel and lack of necessary social infrastructure, a sufficient number of socially protected jobs, etc.
WAYS AND METHODS OF SOLVING PROBLEMS
The main path of the College's development is a harmonious combination of educational, educational and production processes into an innovative development model. This will be achieved, firstly, by activating the social life of the teaching staff (through various international and national scientific and historical-cognitive and cultural-educational programs), secondly, by increasing the level of innovation of the educational process (through the acquisition of the latest information and technological means of obtaining and transferring knowledge), thirdly, by increasing funding for capital construction and repair of production and service facilities, including an educational and practical center for land management, dormitories for students, and investments in the expansion of sports, health and cultural facilities.
The ways of further development and reform of the College are aimed at achieving a positive result according to the following basic goals:
- to become a center for educational, teaching and methodological work, and environmental protection in the region;
- maintaining the achieved and improving the quality of educational services;
- ensuring a human-centered model of social relations, developing democratic principles in the management of the College;
- comprehensive reconstruction and renovation of fixed assets, development of a plan for the development of the College territory, implementation of repair and construction works taking into account modern requirements in the field of construction and architecture;
- increasing the volume of attraction and improving the efficiency of use of financial and material and technical resources aimed at the development of the College, including optimizing structural and tax relations with the base institution.
College Mission: to create, systematize, preserve and disseminate modern knowledge to improve the quality of people's lives; to train European-level specialists for the agricultural and related fields. The College implements its mission through the main areas of development, which include social and educational, international, educational and training, innovative, production and economic activities and others. These areas are implemented by specific steps of development.
DIRECTION 1. ACTIVATION AND DIVERSIFICATION OF INTERNATIONAL ACTIVITIES
Main tasks in the field international cooperation:
- first, participation in international educational forums, competitions, conferences, seminars, etc.;
- secondly, providing opportunities for in-depth study of foreign languages for students, teachers, and college staff;
- thirdly, studying foreign experience in organizing the educational process; fourthly, cooperation and collaboration with foreign companies and organizations.
Goal 1.1. Intensification of international cooperation
- 1.1.1. Involving students and college teachers to participate in international conferences, exhibitions, forums, competitions, seminars, etc. in various fields of science and preparing scientific publications, educational and methodological materials.
- 1.1.2. Creation of a methodological base for international cooperation in order to ensure interaction with foreign educational institutions, international, intergovernmental and non-governmental organizations, funds and programs.
- 1.1.3. Participation of students in international projects organized by NUBiP of Ukraine, summer and winter schools for advanced training at the University in order to obtain relevant diplomas (certificates).
- 1.1.4. Ensuring the participation of students and teachers in events held by foreign companies and organizations. Establishing ties with related educational institutions in other countries for cooperation in educational, scientific and methodological work, exchange of students, expansion of international cooperation in the field of intellectual property.
Goal 1.2. Intensification of foreign language learning
- 1.2.1. Introduction of intensive foreign language learning technologies for students, teachers and teaching staff.
- 1.2.2. Annual Language Day, introduction of elements of monthly English-language communication on the college campus.
- 1.2.3. Development and approval of programs for the provision of educational services through English language courses, preparation for external evaluations, and external evaluations.
- 1.2.4. Monitor the study of foreign languages in college in order to improve the quality of the educational process.
DIRECTION 2. IMPROVING THE QUALITY OF EDUCATION, EXPANDING ACCESS TO EDUCATIONAL SERVICES
The main goal of the College's educational development for 2021-2025 is aimed at improving the quality of the educational process, improving the current programs for training specialists with the educational and professional degree of a professional junior bachelor and an educational bachelor's degree, expanding the list of new specialties and educational programs in accordance with the demand in the Ukrainian and international labor markets. Licensing of new programs will take place in accordance with the development of new areas in information technologies.
Increasing the competitiveness of the College in providing educational services is measured by indicators, the main of which are: first, the quality of the educational process; second, the cost of educational services provided, third, the number of employed graduates and their place in the public life of the state, etc. A synergistic indicator of competitiveness in the provision of educational services is competition, that is, the number of applicants who expressed a desire to study at the College in specialties in accordance with the licensed volume and places of the state order.
The main tasks in the educational sphere are:
- constant improvement of the quality of the educational process in professional and information and telecommunications areas in accordance with the best examples of domestic and foreign higher education institutions (hereinafter referred to as HEIs) and the requirements of the Ministry of Education and Science of Ukraine;
- development of individual curricula and programs that would meet the needs of production and the best domestic and foreign analogues with the formation of separate modular disciplines;
- reorientation of curricula to increase the practical component, introduction of dual training programs, and internships in production;
- introduction of curricula and interactive information technologies for learning, creation and opening of new specialties for training specialists in accordance with the requirements of the European Educational Framework;
- involving agro-industrial employers in the preparation and implementation of educational programs, specialties and specializations;
- providing the educational process with the latest laboratory equipment and materials, integrating professional pre-higher and higher education with business requirements;
- ensuring full use of licensed volumes;
- continuing the implementation of graduate education through the creation of an integrated continuous system of selection and training of education seekers according to the scheme "comprehensive school, lyceum, vocational education institution - College - University". Development of an effective program for improving the quality of educational services;
- improvement of career guidance work, creation of career guidance centers in all districts of the region on the basis of the best secondary education institutions;
- participation of pedagogical and scientific-pedagogical workers in the development and implementation of state standards for the content of education and the national system of qualifications;
- integration of the College with educational institutions of various levels, scientific institutions and enterprises, in particular by creating educational, scientific and production complexes, technoparks in the field of agrarian business;
- creation of organizational, legal and financial conditions for the launch of active implementation of international academic mobility programs;
- development of the material and technical base in the direction of implementing the latest software, improving the practice of developing and implementing electronic training courses using the LCloud educational cloud and equipping classrooms for conducting distance lectures and teleconferences;
- involving highly professional scientific and pedagogical staff with experience from outside the college and Ukraine;
- combination of modern technologies for external independent assessment of the knowledge and abilities of applicants and education seekers using objective psychological and pedagogical methods and computer analysis and through direct interviews;
- providing free multi-channel access to global educational and scientific resources via the Internet in all college premises;
- individualization and differentiation of education for gifted youth, creation of opportunities for students to find an individual educational trajectory; creation of conditions for obtaining quality education for people with special educational needs, orphans and children deprived of parental care;
- maintaining the contingent of students after the first year at the level of 90 %, after graduation – 80 %;
- introduction of modern information and computer technologies into the educational process and activities of the library and information center, creation for this purpose of laboratories for the preparation and use of electronic courses, arrangement of classrooms for conducting distance lectures and teleconferences;
- active involvement in the educational process and research work of scientists from other higher education institutions, industrialists, leading specialists from organizations and institutions.
Goal 2.1. Improving the content of the educational process in the context of the global COVID-19 pandemic
In accordance with its mission, the educational activities of the College are one of the main directions of its development. To implement the goal and main directions in the educational activities of the College, development tasks for the next five years are being formed.
- 2.1.1. Ensuring open access for all categories of education seekers (including people with special needs) to educational services and increasing the number of students in educational and professional programs.
- 2.1.2. Monitoring, development and licensing of new specialties, and accreditation of educational programs, expansion of the volume of training of specialists with professional pre-higher education from the list of specialties relevant in the labor market, accredited by the College, confirmed by the Ministry of Education and Science of Ukraine.
- 2.1.3. Consistently ensuring the internal education quality management system with a dominant focus on the professional educational, scientific, and methodological level of scientific and pedagogical staff, and their advanced training.
- 2.1.4. Participation in improving the current legislative and regulatory framework on the provision of higher and professional pre-university education, independent regulation of educational and scientific activities and information provision of their compliance with the goals and content of educational programs based on a competency-based approach and personal orientation.
- 2.1.5. Involvement of employer councils and leading specialists from enterprises and organizations in the industry, and the best entrepreneurs in enriching the content of educational programs, conducting practical training for students, studying the quality of specialist training, and further employment of the best graduates of the College.
- 2.1.6. Improving the practice of training, retraining and certification of scientific and pedagogical and pedagogical staff of the College.
- 2.1.7. Improving the internal and external system for ensuring the quality control of the educational process, which includes compliance with the standards of educational activities and standards of higher and professional pre-higher education, licensing of new specialties and accreditation of educational programs, certification of applicants for higher and professional pre-higher education, development of the quality management system.
- 2.1.8. Continuous improvement of the quality of the educational process in professional, information and telecommunications, and foreign language areas in accordance with the best examples of domestic and foreign higher education institutions and the requirements of the Ministry of Education and Science of Ukraine.
- 2.1.9. Maintaining and strengthening relationships with educational and scientific institutes, faculties and departments, separate structural divisions of the base institution.
- 2.1.10. Implementation of gradual integrated modularity of professional junior bachelor (junior specialist) and bachelor's degree programs in order to provide the opportunity to continue studies in a shortened period of study.
2.2. Development of undergraduate studies with an increased emphasis on distance education
The priority for the development of undergraduate studies at the College for 2021-2025 is to consolidate and further develop their educational and professional structuring formed in previous years. To this end, it is necessary to continue:
- first, to develop and improve the training of students in specialties and educational professional programs that are licensed at the College and are relevant in the labor market, in particular, 071 Accounting and Taxation, 121 Software Engineering, 192 Construction and Civil Engineering, 193 Geodesy and Land Management;
- secondly, to intensify the educational process by improving the content of bachelor's programs built on a modular system of teaching disciplines;
- thirdly, to introduce a system for assessing the level of knowledge of bachelors, in particular with an increased emphasis on a foreign language (English) for further selection for studies in master's programs in the basic structure of the university.
The developed programs will be formed in accordance with the development of new directions in engineering, information, agricultural technologies in industrial and household energy conservation, macro- and microeconomics, land use and its legal support to improve the environmental conditions of human life.

Ensuring cross-cutting topics for students' research, starting with coursework (projects) in the specialty and continuing them in final bachelor's theses.
Strengthening student participation in scientific activities and mandatory defense of the results of students' own analytical research.
Continuing the practice of mandatory student participation in speeches at conferences, seminars, poster presentations, and publications of research results.
To ensure successful accreditation of educational programs for the preparation of candidates for the Bachelor's degree program in accordance with the current legislation of Ukraine.
Goal 2.3. Improving educational, methodological and publishing activities, the use of information and interactive technologies
An important component of improving the educational process of training specialists at the College should be the development of its educational and methodological support. Providing the educational process with its own textbooks, manuals, work programs and materials is an important component of increasing the competitiveness of the educational institution. To achieve this goal, the following goals have been developed.
- 2.3.1. Improving the educational and methodological support of the educational process, which is implemented through the use of modern information and telecommunication technologies.
- 2.3.2. Stabilization of the number and concentration of attention on improving the quality of the content of textbooks, manuals, and methodological recommendations published by College teachers together with scientific and pedagogical workers of the base University.
- 2.3.3. Increasing the number of electronic training courses in disciplines hosted in a virtual learning environment.
- 2.3.5. Increasing the number of educational materials on electronic media for implementing the educational process using distance learning technologies.
- 2.3.6. Implementation of modern information technologies in the activities of the library and information center.
DIRECTION 3. STUDENT SELF-GOVERNMENT AND EDUCATIONAL WORK.
INTELLECTUAL AND PERSONAL DEVELOPMENT OF YOUTH
The main goal of educating student youth is to form a conscious citizen-patriot of Ukraine, with high spiritual and moral values and beliefs, knowledge of the history and culture of the Ukrainian people, national consciousness and human dignity, love for the native land, family, one's people, the College team, the desire to work for the prosperity of the state, readiness at any time to defend the Motherland, a deep understanding of civic duty, respect for the Constitution of Ukraine, the laws of Ukraine, the state language and symbols, and the history of the College.
To achieve this goal, it is necessary to create new, more modern conditions for the development of the individual, the realization of creative potential, personal abilities in the field of professional, sports and artistic talents by developing the Student Education Program "Specialist, Citizen, Patriot", organizing a larger number of clubs by interest, festivals, seminars, workshops, and sporting events.
The "Rivne Initiative - 2025" program provides for:
- 3.1. Priority development of student self-government through the activation of the work of the student council and student dormitory councils, the student trade union organization, increasing the professionalism of leaders and activists of student self-government by involving them in the work of the School of Leadership, business trainings, fostering conscientious behavior, a responsible attitude towards members of the team, College property, strict adherence to the "Moral Code of the Student of the Higher Educational Service "RFK NUBiP of Ukraine".
- 3.2. Creating conditions in dormitories and on the campus for the free development of the individual, ensuring the implementation of creative ideas, self-education and self-improvement, identifying individual abilities, talents and abilities, and self-realization in the field of scientific, professional, artistic and aesthetic, and sports and recreational activities.
- 3.3. Development of annual comprehensive programs of educational work with students at the level of the College, departments, and study groups (including the training program "Freshman's School").
- 3.4. Ensuring the full development of youth, protecting and strengthening their physical, mental and spiritual health, protecting social rights, forming a personality through patriotic, legal, environmental, aesthetic, moral, and labor education, instilling in participants of the educational process moral values, social activity, civic position and responsibility, a healthy lifestyle, the ability to think freely and self-organize in modern conditions, creating the necessary conditions for participants of the educational process to realize their abilities and talents, preserving and increasing moral, cultural, scientific values and achievements of society, disseminating knowledge among the population, raising the educational and cultural level of citizens by conducting mass college-wide events.
- 3.5. Creating a safe educational environment in the College. Forming a negative attitude towards manifestations of cruelty, bullying, intolerance. Fostering tolerance. Developing a volunteer movement/
- 3.6. Organization of student production and construction teams during production, educational practices, internships, etc.
- 3.7. Promoting the establishment of international relations and conducting international activities in the field of education, science, sports, art and culture, cooperation of the College's student self-government bodies with the student organization of NUBiP of Ukraine, Ukrainian and international student organizations.
- 3.8. Moral and/or material encouragement of students for success in community service, artistic and sporting achievements, etc.
- 3.9. Advanced training of pedagogical staff, including mentors of academic groups, on issues of updating the content of educational work, psychological and pedagogical competence.
DIRECTION 4. DEVELOPMENT OF SCIENTIFIC AND INNOVATIVE ACTIVITIES
The level of development of science and innovation is a determining factor in the progress of society, the improvement of the well-being of citizens, their spiritual and intellectual growth, which necessitates the need for priority support for the development of science as a source of economic growth and an integral component of national culture and education, the creation of conditions for the realization of the intellectual potential of citizens in the field of scientific and innovative activity, ensuring the use of achievements of domestic and world science and technology to meet social, economic, cultural and other needs. Accordingly, the purpose of scientific and innovative activity at the College is to obtain and use new knowledge to solve problems in agrarian, economic, information and technological, legal, natural and mathematical, humanitarian, social, land management, construction branches of knowledge through scientific and innovative activity. The unity of the development of educational, scientific activities, training and practice is a determining factor in the reform of college life. The strategic directions of scientific and innovative activities at the College are nature protection, sustainable development of society; economics, marketing, management; innovation activities and international standards of quality of life; rationalization of social development of rural areas; development of new systems of information and advisory support; information and telecommunication support of agro-industrial and environmental sectors of the economy; legal support for the development of various forms of management as an integral factor of socio-economic stability of rural areas and self-employment of the population.
Competitiveness in the field educational activities measured:
- firstly, by the share of the state order for training specialists;
- secondly, the quality of teaching staff involved in educational activities;
- thirdly, a modern material and technical base for training specialists in various fields;
- fourthly, the introduction of innovative technologies into the educational activities of the college.
The main tasks in the scientific field include:
- participate in the implementation of scientific research in accordance with strategic and long-term plans, the spectrum of research existing in the global scientific space, approved by the University and College;
- in cooperation with business, production, and commercial organizations, implementation of projects, active participation in the creation of modern educational, scientific, and production centers, laboratories, and implementation of joint scientific research;
- an increase in the number of scientific publications by College scientists in publications included in the international scientometric databases SCOPUS, Web of Science;
- intensification of the work of departments, cycle commissions and scientific and pedagogical workers in the preparation of doctoral dissertations, involvement in the study of winners of student Olympiads at the College.
The implementation of areas of scientific and innovative activity involves the following tasks.
Goal 4.1. Expanding the scope and improving the quality of research activities aimed at addressing the Sustainable Development Goals
- 4.1.1. Search and development of areas of fundamental and applied research and scientific and technical developments in the fields of agriculture, technology, economics, law, natural sciences, physics and mathematics.
- 4.1.2. Participation in the implementation of state scientific and technical programs, expansion of cooperation with the base university, ministries, departments, institutions on conducting research on their orders; participation of College scientists in the implementation of priority areas of science and technology development together with NUBiP of Ukraine. Creation of joint events with NUBiP of Ukraine on topical issues of development of the country's agricultural sector.
- 4.1.3. Acquisition of modern laboratory equipment, modeling software packages to improve organizational and technical conditions for conducting scientific and innovative activities in various forms of business.
- 4.1.4. Implementing marketing activities to promote the college through participation in competitions, festivals, Olympiads, etc.

- 4.1.7.Monitoring the research activities of teachers of cycle committees and college clubs, winning awards at competitions, festivals, Olympiads, etc.

Goal 4.2. Improving the quality of pedagogical and scientific-pedagogical personnel
- 4.2.1. Involvement of college teaching staff in postgraduate and doctoral studies with the assistance of NUBiP of Ukraine.
- 4.2.2. Promoting the improvement of the qualification categories of teaching staff through certification. Increasing the responsibility of the heads of cyclical commissions for the process of preparing for certification of teaching staff.
- 4.2.3. Increasing the requirements for media education competence of pedagogical and scientific-pedagogical personnel and information support for educational activities.
- 4.2.4. Introduction of standards of higher and professional pre-higher education into the system of training specialists in various fields, support for innovative forms of scientific and research activities of young specialists.
- 4.2.5. Strengthening the public activity of teachers through cooperation with youth and public organizations, associations, clusters, educational institutions, and scientific institutions of Ukraine.
- 4.2.6. Information support regarding obtaining personal scholarships, diplomas, certificates, and other incentives for teachers and students as a result of professional growth, gaining sufficient life experience in society, and employment.
- 4.2.7. Involving teachers in participation in international and domestic scientific competitions, research works and projects, and other scientific and technical activities.
- 4.2.8. Publication of scientific articles by pedagogical workers in foreign languages in international and domestic publications.
- 4.2.9. Formation of the pedagogical potential of the college by involving first-year teachers in the School of Young Teachers.
- 4.2.10. Promoting the improvement of the qualifications of teaching staff by sending them to advanced training courses at the Institute of Continuing Education and Tourism of the NUBiP of Ukraine and internships at departments at the NUBiP of Ukraine, etc.
- 4.2.11. Holding an annual competition "Leader of College Education" to evaluate the work of pedagogical and scientific-pedagogical personnel and to motivate them to improve their pedagogical activities.
Goal 4.3. Improving innovation activities
The basis for the development of innovative activities of the College is the College's science park - scientific circles, the activities of which should be reformatted to implement the scientific developments of the College. This contributes to the socialization of a young person, contributes to the comprehensive preparation of the personality of future specialists for safe and effective interaction with the modern education system. To this end, the science park should perform the following tasks.
- 4.3.1. The development of the College's innovative activities should be carried out in the context of developing the media educational competence of teachers and students aimed at finding innovations and developing the college's infrastructure.
- 4.3.2. Creation of a system of information and analytical support for the transfer of media education competence by teachers to students.
- 4.3.3. Participation in the "Pedagogical OSCAR" competition, holding the annual Exhibition of Pedagogical Experience and Youth Creativity, participation in the University Day.
- 4.3.4.Establishing relationships and interaction between graduation cycle commissions with businesses and business entities to consider and approve topics for course and diploma projects (theses).
- 4.3.5. Compliance with the system of stimulation and motivation of the work of scientific and pedagogical and pedagogical workers, focused on an objective assessment of the implementation of specific tasks based on the final result.
- 4.3.6. Formation of an innovative culture focused on creative activities at the organizational, managerial and analytical levels, promoting the disclosure and realization of the innovative potential of the College's teaching staff.
- 4.3.7. Attracting investments from enterprises and organizations of the non-governmental sector of the national economy for the joint implementation of innovative developments, projects, placing marketing offers and requests in various technology transfer networks, and implementing measures to equip with modern equipment.
Goal 4.4. Development of information and communication base
During the period of development of the College, the task is set to constantly update the material and technical base used for information and telecommunication support of both the educational process and the entire life of the team and the development of the college information space. To this end, it is necessary to implement several important measures defined in the strategies.
- 4.4.1. Implementation of an educational portal in the College adapted for use on the websites of structural units and the creation of a powerful educational laboratory "Computer and Information Center", focused on solving the entire complex of information support tasks and supporting the work of the College's web resource.
- 4.4.2.Acquisition of new equipment and development on its basis of a unified electronic learning environment of the College, including an educational and information portal, college repository, video portal, electronic library, electronic journals, library collection and ensuring the widespread use of new information and telecommunication technologies for access to the global network of knowledge.
- 4.4.3. Development of the College's information and educational environment based on the intensification of the development of electronic educational, educational and methodological, and information and reference web resources, their active use in the educational process.
- 4.4.5. Introduction of new information technologies, mastering new methods of collecting, processing, synchronizing and disseminating information in the web space. Development of a system for accumulating and disseminating data and knowledge of agro-industrial and environmental direction (an integrated software and information environment of scientific, innovative and educational resources), which will have a single web interface that will act as an access point for a wide range of users to these resources.
- 4.4.5. Introduction of new information technologies, mastering new methods of collecting, processing, synchronizing and disseminating information in the web space. Development of a system for accumulating and disseminating data and knowledge of agro-industrial and environmental direction (an integrated software and information environment of scientific, innovative and educational resources), which will have a single web interface that will act as an access point for a wide range of users to these resources.
- 4.4.6. Modernization of the communication system between students and structural divisions of the College using distance learning technologies.
DIRECTION 5. UPGRADING THE MATERIAL AND TECHNICAL BASE AND IMPROVING THE SOCIAL WELL-BEING OF EMPLOYEES AND STUDENTS
The current stage of college development is inextricably linked to the urgent need for general technical and technological modernization of all aspects of social life.
The academic building and dormitories need repair and renovation. It is necessary to modernize the sports complex and bring the college courtyard into proper shape. The main directions for implementing measures in this area of development are given in the strategies.
- 5.1.1. Development of the college territory, completion of the administrative and utility building, completion of the major renovation of dormitory No. 1 and the college sports ground, and ongoing repairs to the roof of the college water pumping station.
- 5.1.2. Constantly improve the social status and security of the college staff and, in agreement with the State Property Fund, lease vacant spaces and allocate funds to improve the territorial and technical base of the college. Provide high-quality nutrition for students and employees. Strengthen the base of the student health center.
- 5.1.3. Planned and effective implementation of current repairs in the educational building should be of a high-quality nature and, as a result, a long-term period of post-repair operation - at least five years for common areas and a ten-year repair-free period for roofs.
- 5.1.4. The implementation of the energy saving program is planned to be carried out through insulation of premises, modernization of the heating and water supply system in the academic building, dormitories through the installation of automatic regulators of the supply of energy resources (according to their production needs).
- 5.1.5. Transition to automatic boiler houses, alternative energy sources. Gradual industrial renewal of the electrical network by laying new lines should take place on the basis of new materials and technologies, taking into account the growing need for electricity in dormitories and the academic building.
- 5.1.6. Maintaining the vehicle fleet in good condition, efficient use of fuel and lubricants.
- 5.1.7. Reconstruction of fixed assets and provision of landscaping of the college territory, reconstruction of engineering networks and sidewalks. Modernization of the college's appearance.
- 5.1.8. Equipping dormitory rooms and the academic building with automatic fire alarms.
DIRECTION 6. ORGANIZATIONAL MEASURES AND MORAL AND ETHICAL VALUES AND SOCIAL GUIDELINES OF THE TEAM
This direction of development of the College implies the need to increase patriotism, national consciousness and ethics of the activities of each member of the scientific and pedagogical staff, service workers and students through the study of the traditions of the Ukrainian people, familiarization with the best examples of native culture, the history of the village and city, the state in general. Patriotic education of student youth should be based on respect for state sovereignty, the flag and coat of arms, the inviolability of state borders, unity and unitarity, knowledge of the anthem of Ukraine. The formation of the ideology of humanism in the development of national education should be implemented through annual visits by teachers and students to prominent cultural and historical monuments, acquaintance with the historical, military-patriotic and cultural achievements of the Ukrainian people, as well as raising the level of academic culture and patriotic consciousness, pride in one's educational institution and the state. The implementation of this component of the development of the College involves the following tasks.
- 6.1.1. To hold events to celebrate the 70th anniversary of the founding of the educational institution in 2022.
- 6.1.2. Participate in the annual event "NUBiP Day of Ukraine" with the aim of familiarizing yourself with the traditions of the basic educational institution and forming pride in belonging to the University team and developing new social and moral values of the team.
- 6.1.3. To continue the College's "Leader of College Education" competition, to ensure public presentation of awards for victory in the relevant nominations, and to introduce a system of incentives and awards for the best students of the College.
- 6.1.4. To create a sociological research center to reflect and track socio-political sentiments, as well as to study the public opinion of participants in the educational process.
- 6.1.5. Create a single electronic database of college graduates.
- 6.1.6. Wide involvement in conducting Olympiads, research work of school and college students, organization of a competition of scientific student works and a student Olympiad in the history of the College.
- 6.1.7. Production of souvenirs and College paraphernalia (in accordance with the current Law of Ukraine "On the Protection of Rights to Trademarks for Goods and Services").
- 6.1.8. Ensuring the proper appearance of the facade and internal condition of the College's buildings and premises as a necessary condition for the cultural education of its students, scientific and pedagogical workers and other employees.
- 6.1.9. Continuous preparation and publication of popular science publications dedicated to the history of the College, its achievements, outstanding employees and graduates.
- 6.1.10. Continuing the practice of encouraging participants in sports competitions with transitional prizes, in particular the "Director's Cup", to award the winners of annual sports competitions among student teams of departments.
DIRECTION 7. DEMOCRATISATION OF ADMINISTRATION, DEVELOPMENT OF SELF-GOVERNMENT
Socio-political events in the state affect the level of democratization of the College's management, imply a strengthening of the role of public self-government bodies, and an increased participation of professional, public, and student organizations in the management of the educational institution.
The College management adheres to a new ethics of management activity. It is based on the principles of mutual respect and positive motivation, human centrism, openness in the process of developing basic regulatory documents, their discussion and approval, the creation of an effective system of regular reporting by each manager to his team in all areas of activity, strict adherence to the democratic principles of the electoral system. This will affect the comprehensive assessment of the College's activities and involves the implementation of the following tasks.
- 7.1.1. In accordance with the goals of democratizing the social life of the scientific and pedagogical team, to activate and enhance the role of the team of the educational institution and its structural components in making important decisions about the College's vital activities.
- 7.1.2. In accordance with the current legislation of Ukraine, the Law of Ukraine "On Higher Education", the participation of all teaching staff, representatives of employees who are not members of their number, and representatives of students (according to the quota determined by the Law) in the elections of the college director is ensured.
- 7.1.3. Retired teaching staff work in positions under a contract, the duration of which is determined by the administration in agreement with the work team, in accordance with qualifications, honorary and academic titles, and the volume of differentiated teaching workload.
DIRECTION 8. ENSURING THE FINANCIAL SUSTAINABILITY OF THE COLLEGE
The College budget is formed at the expense of state funding, special fund funds received from the performance of work, the provision of educational, scientific and other services, charitable assistance, etc. Financing of expenses will be carried out in accordance with the estimated allocations. The funds of the special fund will be used under the programs of socio-economic development of the College. The funds of the charitable fund and public organizations are used openly and openly, in accordance with the position and goals of the participants and benefactors. To attract additional funds, means of moral stimulation of benefactors will be widely implemented.
During the implementation of the Program, the College staff is tasked with bringing the total amount of earned funds of the special fund to half of the budget funding according to the standards for the material and technical support of the educational institution in accordance with the procedure established by the Cabinet of Ministers of Ukraine. Achieving the required level of financial support for the College, and accordingly, financial sustainability, should be achieved according to the goals given below.
- 8.1.1. Determining the volume of financial resources needed based on criteria for calculating the cost of training specialists under a state order, developing and implementing a methodology for calculating expenses related to obtaining higher education in various areas and specialties.
- 8.1.2. Ensuring constant growth in funding for the College's activities, increasing the attraction of funds from the provision of educational, technical, housing and communal, household and other services. Developing incentives for teaching staff who make a significant contribution to strengthening the College's financial system.
- 8.1.3. Establishing effective interaction with College graduates to combine mutual support and assistance both in further career growth and to establish feedback in order to improve the educational process and financial support from graduates.
- 8.1.4. Focusing organizational efforts on consolidating and concentrating public-private partnership opportunities, in particular, by involving private business in financing the College's investment projects in mutually beneficial and promising scientific and technological forms and directions.
- 8.1.5. Establishing rules for transparent distribution of funds for material and technical support, repair and construction work between departments, taking into account their objective needs and strategic directions of the College's development, determining the share of funds earned by them from the special fund, which is allocated for the needs of the department.
- 8.1.6. Implementation of public control (trade unions, student self-government) over the efficiency of distribution and quality of implementation of all items of the College budget.
- 8.1.7. Focusing the efforts of the College staff on resource-saving management and differentiation of sources of financial income. Reducing costs for utilities, heat, water, and electricity by introducing energy-saving technologies in the College and strengthening control over their use.
DIRECTION 9. COLLEGE PARTICIPATION IN THE IMPLEMENTATION OF STATE TASKS IN THE AGRICULTURAL, EDUCATION AND SCIENCE SECTORS AND PROGRAMS FOR THE DEVELOPMENT OF SECTORS OF THE ECONOMY
The College is tasked with participating in the development and implementation of state programs for the development of national education, science and technology, and sectors of the economy of Ukraine.
In this regard, the teams of cyclical commissions need to participate in the analysis of the content of the developed laws, decrees of the President of Ukraine, resolutions, government orders, and take an active part in meetings of the pedagogical council and department councils.
Departments and cyclical commissions must ensure the development of tasks for individual sections of the Program in accordance with areas of knowledge, specialties, and specializations.
- 9.1.1. To implement the main provisions of the Laws of Ukraine “On Higher Education”, “On Professional Pre-Higher Education”, “On Scientific and Scientific-Technical Activities” in the organization of the educational process at the College.
- 9.1.2. Improving the College's relationships and interaction with graduates, businesses, and economic entities.
- 9.1.3. Formation of measures to promote employment of students and graduates (career days, round tables, seminars, workshops, scientific and practical conferences, job fairs, competitions for filling vacant positions at the request of the employer, meetings with the best college graduates, etc.).
- 9.1.4. Establishing relationships with enterprises, organizations, and institutions of various industries of any form of ownership for technological and pre-graduate internships for College students.
- 9.1.5. Inviting representatives of practice bases to practice conferences (final, scientific and practical) and other events that contribute to improving the quality of practical training for higher education applicants.
- 9.1.6. Organization and holding of all-Ukrainian and regional conferences, olympiads, seminars on the basis of the Educational and Practical Center for Land Management of the College. Exchange of advanced work experience and scientific and technical information in the areas of its activity.
- 9.1.7. To identify and develop gifted students, promote the realization of their abilities; stimulate creative self-improvement of student youth; popularize the achievements of science, technology and innovative technologies, organize the first round of the "Festival of Student Science" (NUBiP of Ukraine).
- 9.1.8. In order to create conditions for the development of the intellectual potential of talented youth, support the scientific and creative work of students, and stimulate their interest in research work, organize the 1st round of the All-Ukrainian competition of student scientific works in the fields of knowledge and specialties 071 "Accounting and Taxation", 121 "Software Engineering", 192 "Construction and Civil Engineering", 193 "Geodesy and Land Management".
- 9.1.9. On the basis of the Interregional Educational and Practical Center for the Development of Rural Territories, organize a competition among students for the best business plan for creating an agricultural service cooperative in their native village, as well as preparation for participation in the final stage of the competition.
- 9.1.10. Develop and submit to the National University of Life Resources and Environmental Sciences a draft proposal for the Program for the Development of the Agrarian Sector of the Economy of Ukraine for the period until 2025 (by sections) and substantiate the socio-economic consequences of its implementation in the future.
EXPECTED RESULTS OF PROGRAM IMPLEMENTATION
Implementation of the College Development Program for the period until 2025 will enable the educational institution to increase its competitiveness in the educational services market. The generalized advantage from the implementation of the program's directions and strategies is specified in the following results:
- The quality of student training will improve, the level of educational and methodological work, the rating and authority of the College will increase. Decent and equal conditions will be created for students to receive a full education;
- The content of education will improve, the quality of training will increase, the level of acquired knowledge, skills and competencies will increase through the introduction of the latest pedagogical and information technologies, deepening the integration of education and science, and the number of College graduates employed in government agencies, institutions, organizations, international companies, and other business entities will increase;
- The development of the material and technical base, the acquisition of new and modern laboratory equipment, modeling software packages, computers and information and communication equipment, and the alignment of educational and methodological support of all levels of education with world standards will balance the opportunities of the educational services market and the needs of the labor market, ensuring a strong connection between education, science and production;
- International educational, scientific and cultural ties, international scientific and technical cooperation between scientists of partner universities, student exchange programs, and exchange mobility will be expanded and intensified;
- The development of the College's social infrastructure will improve the working and recreational conditions of teachers and students, increase social protection, ensure access to food, household, cultural and other services, and contribute to the growth of professionalism and social status;
- Mutual respect and dignity, morality and spirituality of the entire pedagogical and service staff of the College will be strengthened, national worldview positions, patriotism, and national self-awareness will be formed among student youth.
