On October 21, 2024, teachers and bachelor's degree students of specialty 193 "Geodesy and Land Management" joined the information session "Legal Regulation of Land Relations in Ukraine: Protection of the Interests of Unit Owners and Improvement of Land Provision for the Defense Forces" at the initiative of the teacher of land management disciplines Oleksandr Prydatko. The event took place within the framework of the "U-LEAD with Europe" program, which is holding the third information session on land issues for employees of local governments.
The speaker of the event was Oleksandra Prydatko, who presented the main novelties of land legislation regarding the protection of the interests of unit owners and improving the provision of land to the defense forces. On September 21, 2024, the Law of Ukraine No. 3948-IX “On Amendments to Certain Legislative Acts of Ukraine Regarding Improving the Mechanism for Providing Land to the Defense Forces” came into force.The law introduces a simplified procedure for changing the purpose of especially valuable lands and forest land plots for the placement of military units, institutions, military training institutions, enterprises and organizations of the Armed Forces of Ukraine, and other military formations formed in accordance with the legislation of Ukraine. On September 3, the Cabinet of Ministers adopted Resolution No. 1007 “On Approval of the Procedure for Submission of Information on Decisions on Establishing Tax Benefits for Payment of Land Payments (Land Tax and Rent for State and Municipal Land Plots) and Tax on Real Estate Other than Land Plots”. In accordance with the approved Procedure, village, settlement, city councils and military administrations must submit information on decisions to establish the above-mentioned tax benefits to the supervisory authorities at the location of land plots, land shares (shares), residential and/or non-residential real estate objects every quarter within 15 days after the end of the tax quarter, in the form specified by this resolution.
Briefly about the U-LEAD Program (Ukraine – Local Empowerment, Accountability and Development), or in short: “U-LEAD with Europe”. This is a cooperation program between the Ukrainian government, the European Union and its Member States Germany, Poland, Denmark and Slovenia in creating a multi-level governance system that is transparent, accountable and responsive to the needs of Ukrainian citizens. The goal is to strengthen the capacity of key actors and stakeholders at the national, regional and local levels to enhance local self-government in communities, including in times of war and reconstruction.
