Useful information for college students!
For you in Ukraine it works "eBook" program – this is state aid for the purchase of Ukrainian books.
The Ministry of Culture and Strategic Communications of Ukraine, in accordance with the Law of Ukraine "On State Support for Book Publishing in Ukraine" and the relevant Resolution of the Cabinet of Ministers of Ukraine dated 03.12.2024 No. 1385, initiated this project to support Ukrainian publishers and motivate young people to read.
Who can participate?
Ukrainians who have reached the age of 18 can replenish their libraries thanks to the state program "eBook" 18 years after January 1 2024 (or will be completed in the following years). You also need to have a passport (ID card or foreign) and a tax number (RNOKPP) in Ukraine.
Thanks to the program, they can get 908 hryvnias for books.
How to receive funds:
- Install the DYIA app on your smartphone.
- Open the ACTION app.
- Select the "eBook" service in the "Services" menu and follow the prompts.
- Open a digital/virtual "Diya. Card" in one of the banks in Ukraine. A few clicks and your special account is ready.
- Submit an application.
- After approval, the funds will be credited to the digital/virtual "Diya. Card". Wait for the account to be replenished.
Where to spend money?
Only in Ukrainian bookstores and participating publishing houses. The full list is available on the Ukrainian Book Institute website. Books can be of any genre — from fiction to non-fiction!
Paper, electronic or audio versions — buy any books in Ukrainian at participating bookstores.

How long?
Three months from the date of accrual. Have time to choose your favorite books, otherwise the funds will be returned to the Ukrainian Book Institute.
The project was implemented by the Ministry of Culture and Strategic Communications of Ukraine together with the Ministry of Digital Transformation of Ukraine, the Ukrainian Book Institute, and the "Action Support Project", which the United Nations Development Program in Ukraine implements with funding from the Government of Sweden.
