In this article, we will consider in detail what benefits and privileges these categories of persons can count on while studying at institutions of professional pre-higher and higher education.<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-501eaf7\" data-block-id=\"501eaf7\"><style>.stk-501eaf7 {margin-top:12px !important;margin-bottom:12px !important;}.stk-501eaf7 .stk-block-text__text{color:var(--theme-palette-color-1, #005A9C) !important;text-transform:uppercase !important;}<\/style><p class=\"stk-block-text__text has-text-color has-text-align-center\"><strong>Categories of beneficiaries:<\/strong><\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-eb69d0f p-indent\" data-block-id=\"eb69d0f\"><style>.stk-eb69d0f {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">Before talking directly about payments and guarantees, let&#039;s find out who is among their recipients. So, according to <a href=\"http:\/\/zakon3.rada.gov.ua\/laws\/show\/2342-15\">Article 1 of Law No. 2342<\/a> (Law of Ukraine \u201cOn Ensuring Organizational and Legal Conditions for Social Protection of Orphans and Children Deprived of Parental Care\u201d dated January 13, 2005, No. 2342-IV):<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-d8aa611 p-indent\" data-block-id=\"d8aa611\"><style>.stk-d8aa611 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">\u2022 an orphan is a child whose parents have died or are deceased;<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-0d672cd p-indent\" data-block-id=\"0d672cd\"><style>.stk-0d672cd {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">\u2022 children deprived of parental care - children who are left without parental care due to certain circumstances (deprivation of their parents of their parental rights, recognition of their parents as missing or incapacitated, declaration of their death, parents serving sentences in prisons and detention, etc.);<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-4fc1500 p-indent\" data-block-id=\"4fc1500\"><style>.stk-4fc1500 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">\u2022 persons from among orphans and children deprived of parental care - persons aged 18 to 23 years whose parents died or perished before the age of 18, and persons who were classified as children deprived of parental care.<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-9177ed4 p-indent\" data-block-id=\"9177ed4\"><style>.stk-9177ed4 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">In turn, a child is considered a person under the age of 18 (majority), unless, according to the law, he or she acquires the rights of an adult earlier. This is stated in <a href=\"http:\/\/zakon3.rada.gov.ua\/laws\/show\/2811-12\">Article 2 of Law No. 2811<\/a> (<em>Law of Ukraine &quot;On State Assistance to Families with Children&quot; dated 21.11.92 No. 2811-XI<\/em>).<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-baab7f6 p-indent\" data-block-id=\"baab7f6\"><style>.stk-baab7f6 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">The procedure for a child to acquire the status of an orphan or a child deprived of parental care is defined <a href=\"http:\/\/zakon.rada.gov.ua\/laws\/show\/866-2008-%D0%BF\">By order No. 866<\/a> (<em>The procedure for conducting activities related to the protection of children&#039;s rights by guardianship and trusteeship bodies was approved by the Resolution of the Cabinet of Ministers of Ukraine dated September 24, 2008 No. 866.<\/em>). The relevant decision is made by the district state administration, the executive body of the local council of the territorial community at the place of origin of such a child upon submission of the children&#039;s service.<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-38620de p-indent\" data-block-id=\"38620de\"><style>.stk-38620de {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">A personal file is created for each orphan and child deprived of parental care. It is kept by the children&#039;s service for five years after the child reaches the age of majority (clause 18 of Order No. 866). After this period, the personal file is transferred to the archive.<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-4864553 p-indent\" data-block-id=\"4864553\"><style>.stk-4864553 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">Orphans and children deprived of parental care, as well as individuals from among them, are fully supported by the state. Moreover, in the event of continuing education, such a right is retained by these individuals until the age of 23 or until graduation from the relevant educational institutions (<a href=\"http:\/\/zakon3.rada.gov.ua\/laws\/show\/2342-15\">Part 3, Article 8 of Law No. 2342<\/a>). In addition, the state ensures that such persons have a free choice of educational direction and professional field that would optimally meet the needs and desires of their personality.<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-07d511e p-indent\" data-block-id=\"07d511e\"><style>.stk-07d511e {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">For students who are orphans and children deprived of parental care, the current legislation provides a number of benefits and guarantees during their studies at universities. Among them, in particular: payment of social scholarships, provision of free meals, textbooks, clothing and footwear, etc. (see the diagram below). This is expressly provided for <a href=\"http:\/\/zakon3.rada.gov.ua\/laws\/show\/2342-15\">Part 4, Article 8 of Law No. 2342<\/a>The award of such a scholarship is carried out in accordance with the norms <a href=\"http:\/\/zakon0.rada.gov.ua\/laws\/show\/882-2004-%D0%BF\">Order No. 882<\/a> (<em>The procedure for assigning and paying scholarships, approved by the Resolution of the Cabinet of Ministers of Ukraine dated July 12, 2004 No. 882<\/em>) and <a href=\"http:\/\/zakon5.rada.gov.ua\/laws\/show\/1045-2016-%D0%BF\">Order No. 1045<\/a> (<em>The procedure for using funds provided for in the state budget for the payment of social scholarships to students (cadets) of institutions of professional pre-higher and higher education, approved by the Resolution of the Cabinet of Ministers of Ukraine dated 28.12.2016 No. 1045<\/em>).<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-34e3d10 p-indent\" data-block-id=\"34e3d10\"><style>.stk-34e3d10 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\"><strong>Documents<\/strong><\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-7bb7534 p-indent\" data-block-id=\"7bb7534\"><style>.stk-7bb7534 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">To be awarded a social scholarship, students who are orphans and children deprived of parental care must submit an application to the educational institution at the place of study. The application must also include copies of the following documents (<a href=\"http:\/\/zakon5.rada.gov.ua\/laws\/show\/1045-2016-%D0%BF\">para. 6, clause 5 of Order No. 1045<\/a>):<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-44f57e0 p-indent\" data-block-id=\"44f57e0\"><style>.stk-44f57e0 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">1) passport of a citizen of Ukraine;<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-3f65aa2 p-indent\" data-block-id=\"3f65aa2\"><style>.stk-3f65aa2 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">2) birth certificate;<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-5348ab5 p-indent\" data-block-id=\"5348ab5\"><style>.stk-5348ab5 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">3) certificate of assignment of the registration number of the taxpayer&#039;s registration card (not attached by individuals who, due to their religious beliefs, refuse to accept it and have a corresponding mark in their passport);<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-db0aa99 p-indent\" data-block-id=\"db0aa99\"><style>.stk-db0aa99 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">4) student ID card (if it is impossible to submit a copy of the student ID card, a copy of the certificate of study of the student at this educational institution is submitted);<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-eb98a0c p-indent\" data-block-id=\"eb98a0c\"><style>.stk-eb98a0c {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">5) decision of the guardianship and trusteeship body on granting the status of an orphan or a child deprived of parental care, or an extract from the registration and statistical card of an orphan or a child deprived of parental care;<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-77f0c26 p-indent\" data-block-id=\"77f0c26\"><style>.stk-77f0c26 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">6) death certificate of parents;<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-3598815 p-indent\" data-block-id=\"3598815\"><style>.stk-3598815 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">7) court decision declaring the parents deceased;<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-5950a46 p-indent\" data-block-id=\"5950a46\"><style>.stk-5950a46 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">8) court decision declaring the parents missing.<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-9b14042 p-indent\" data-block-id=\"9b14042\"><style>.stk-9b14042 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\"><strong>Size<\/strong><\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-88935be p-indent\" data-block-id=\"88935be\"><style>.stk-88935be {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">From January 1, 2021, the amount of the social scholarship for students from among orphans and children deprived of parental care is tied to the subsistence minimum indicator as of January 1 of the current year and is (<a href=\"http:\/\/zakon5.rada.gov.ua\/laws\/show\/1045-2016-%D0%BF\">Clause 7 of Order No. 1045<\/a>):<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-52b823d p-indent\" data-block-id=\"52b823d\"><style>.stk-52b823d {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">\u2022 for orphans, children deprived of parental care, \u2014 150 % of the subsistence minimum for children aged 6 to 18 (2395 UAH \u00d7 150 % = 3592.50 UAH);<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-0cbdd8d p-indent\" data-block-id=\"0cbdd8d\"><style>.stk-0cbdd8d {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">\u2022 for orphans and children deprived of parental care - 150 % PMPO (2270 UAH x 150 % = 3405 UAH);<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-164f4e3 p-indent\" data-block-id=\"164f4e3\"><style>.stk-164f4e3 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">\u2022 for persons who, during the period of study, aged 18 to 23, were left without parents (whose parents died\/were declared dead, died or went missing), \u2014 150 % PMPO (2270 UAH x 150 % = 3405 UAH).<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-4b1ecf0 p-indent\" data-block-id=\"4b1ecf0\"><style>.stk-4b1ecf0 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\"><strong>WARNING!<\/strong><\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-d138fb7 p-indent\" data-block-id=\"d138fb7\"><style>.stk-d138fb7 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">In the month a student reaches the age of majority, he\/she is due a social scholarship in the amount of 150 % of the subsistence minimum for children aged 6 to 18, and from the following month - 150 % of the PMPO.<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-db26e35 p-indent\" data-block-id=\"db26e35\"><style>.stk-db26e35 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">It should also be noted that the social scholarship is paid to students who, according to the results of the academic semester, do not have academic debt, unsatisfactory academic results, and are included in the performance rating (<a href=\"http:\/\/zakon0.rada.gov.ua\/laws\/show\/882-2004-%D0%BF\">Clause 20 of Order No. 882<\/a>). If an orphan student has academic debt, he must pay it off before the start of the next academic semester. Otherwise, he will lose the right to a social scholarship (see the letter of the Ministry of Education and Science dated 21.03.2018 No. 1\/11-3038 \/\/ <a href=\"https:\/\/i.factor.ua\/ukr\/journals\/bb\/2018\/september\/issue-35\/article-39356.html\">&quot;Budget Accounting&quot;, 2018, No. 35, p. 5<\/a>).<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-e4215fb p-indent\" data-block-id=\"e4215fb\"><style>.stk-e4215fb {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\"><strong>Social + academic at the same time<\/strong><\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-12f9535 p-indent\" data-block-id=\"12f9535\"><style>.stk-12f9535 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">Students who are orphans and children deprived of parental care, as well as persons who were left without parents during their studies between the ages of 18 and 23 (hereinafter referred to as orphan students), may simultaneously receive both a social and an academic scholarship. Their right to receive a social scholarship is guaranteed and in no way depends on receiving an academic scholarship. Moreover, it does not matter at what level of educational institution the student-beneficiary studies: ZFPO or ZVO. The right of the specified category of persons to be simultaneously assigned two scholarships is unchanged. This is evidenced by the norms <a href=\"https:\/\/zakon.rada.gov.ua\/laws\/show\/2745-19\">para. 3 part 2 art. 54 of Law No. 2745<\/a> (<em>Law of Ukraine &quot;On Professional Pre-Higher Education&quot; dated 06.06.2019 No. 2745-VIII<\/em>) and <a href=\"http:\/\/zakon4.rada.gov.ua\/laws\/show\/1556-18\">para. 2 part 4 art. 62 of the Law on Higher Education<\/a> (<em>Law of Ukraine &quot;On Higher Education&quot; dated 01.07.2014 No. 1556-VII<\/em>).<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-5a655c8 p-indent\" data-block-id=\"5a655c8\"><style>.stk-5a655c8 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">By the way, the right to receive two scholarships at the same time does not apply to other categories of recipients of social scholarships (for example, children of combatants, Chernobyl survivors, etc.). Different rules are established for them (<a href=\"http:\/\/zakon0.rada.gov.ua\/laws\/show\/882-2004-%D0%BF\">Clause 22 of Order No. 882<\/a>).<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-da6bbbb\" data-block-id=\"da6bbbb\"><style>.stk-da6bbbb {margin-top:12px !important;margin-bottom:12px !important;}.stk-da6bbbb .stk-block-text__text{color:var(--theme-palette-color-1, #005A9C) !important;text-transform:uppercase !important;}<\/style><p class=\"stk-block-text__text has-text-color has-text-align-center\"><strong>Food<\/strong><\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-01288c1 p-indent\" data-block-id=\"01288c1\"><style>.stk-01288c1 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">Students from among orphans have the right to free food until they graduate from the relevant educational institutions. The guideline is the norms established for school-age pupils of boarding schools. This condition is contained in <a href=\"https:\/\/buhgalter.com.ua\/zakon.rada.gov.ua\/go\/226-94-%D0%BF\">par. 1 p.p. 1 p. 13 of resolution No. 226<\/a> (Resolution of the Cabinet of Ministers of Ukraine \u201cOn improving the upbringing, education, social protection and material support of orphans and children deprived of parental care\u201d dated 05.04.94, No. 226.).<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-f2f035a p-indent\" data-block-id=\"f2f035a\"><style>.stk-f2f035a {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">Information on the cost of meals in boarding schools of the relevant region, taking into account trade markups, is provided to educational institutions by the departments (departments) of education and science of regional state administrations at least twice a year (as of January 1 and September 1 of the current year) (see letter of the Ministry of Education and Science dated January 28, 2021 No. 1\/10-384). Therefore, when establishing a specific amount of the cost of meals, educational institutions should contact such bodies.<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-0cd5d39 p-indent\" data-block-id=\"0cd5d39\"><style>.stk-0cd5d39 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">However, given the objective difficulties associated with organizing the procurement of food products and\/or food services, the Ministry of Education and Science, together with the Ministry of Health, approved <a href=\"https:\/\/zakon.rada.gov.ua\/laws\/show\/871-2021-%D0%BF#Text\">Resolution No. 871<\/a> (Resolution of the Cabinet of Ministers of Ukraine \u201cOn Amendments to the Resolution of the Cabinet of Ministers of Ukraine dated March 24, 2021 No. 305\u201d dated August 18, 2021 No. 871.). The last amendment was made to <a href=\"https:\/\/zakon.rada.gov.ua\/laws\/show\/305-2021-%D0%BF#Text\">Resolution No. 305<\/a>.<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-82557f7 p-indent\" data-block-id=\"82557f7\"><style>.stk-82557f7 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">Therefore, there is currently a transition period for new food standards until January 1, 2022. During this period, the old standards approved may apply. <a href=\"https:\/\/zakon.rada.gov.ua\/laws\/show\/1591-2004-%D0%BF\">Resolution No. 1591<\/a> (<em>Resolution of the Cabinet of Ministers of Ukraine \u201cOn approval of nutritional standards in educational institutions and children&#039;s health and recreation facilities\u201d dated 22.11.2004 No. 1591<\/em>). But this applies exclusively to food purchase contracts (catering services) concluded before 07.04.2021 and the validity period of which is set until 31.12.2021.<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-f1cd770 p-indent\" data-block-id=\"f1cd770\"><style>.stk-f1cd770 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">Please note: if there is no possibility to organize full meals, students of the preferential category must be paid <strong>monetary compensation<\/strong>.<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-9cf7c7c p-indent\" data-block-id=\"9cf7c7c\"><style>.stk-9cf7c7c {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">The amount of the latter should be equal to the cost of meals in educational institutions with 24-hour stay, which include a boarding house, in the relevant region, taking into account trade margins (<a href=\"https:\/\/zakon.rada.gov.ua\/laws\/show\/305-2021-%D0%BF#Text\">para. 2, clause 16 of resolution No. 305<\/a>).<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-ec24c62 p-indent\" data-block-id=\"ec24c62\"><style>.stk-ec24c62 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">Monetary compensation should be paid for all days of the student&#039;s stay at the educational institution, that is, from the moment of his enrollment to graduation\/expulsion (see letter of the Ministry of Education and Science dated March 11, 2021 No. 1\/11-1645).<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-6a73048 p-indent\" data-block-id=\"6a73048\"><style>.stk-6a73048 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">Orphan students who do not go to places of organized recreation during vacations, as well as during their illness, are given cash within the established monetary norm for meals, taking into account the trade markup (<a href=\"https:\/\/buhgalter.com.ua\/zakon.rada.gov.ua\/go\/226-94-%D0%BF\">p.p. 8 p. 13 of resolution No. 226<\/a>).<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-b6cdcdf\" data-block-id=\"b6cdcdf\"><style>.stk-b6cdcdf {margin-top:12px !important;margin-bottom:12px !important;}.stk-b6cdcdf .stk-block-text__text{color:var(--theme-palette-color-1, #005A9C) !important;text-transform:uppercase !important;}<\/style><p class=\"stk-block-text__text has-text-color has-text-align-center\"><strong>Provision of clothing and footwear<\/strong><\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-84adbe3 p-indent\" data-block-id=\"84adbe3\"><style>.stk-84adbe3 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\"><strong>Upon admission to study<\/strong><\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-50c3912 p-indent\" data-block-id=\"50c3912\"><style>.stk-50c3912 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">Students who are orphans are given a free set of new clothes and shoes (<a href=\"https:\/\/buhgalter.com.ua\/zakon.rada.gov.ua\/go\/226-94-%D0%BF\">par. 1 p.p. 1 p. 13 of resolution No. 226<\/a>). And here two points should be taken into account.<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-b00a2ef p-indent\" data-block-id=\"b00a2ef\"><style>.stk-b00a2ef {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">Firstly, such provision is carried out at the expense of the institutions they graduated from. That is, for example, if an orphan child graduated from a general education school and enrolled in a vocational school\/higher education institution, then the purchase of clothes and shoes is carried out at the expense of the school.<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-b7e1c6c p-indent\" data-block-id=\"b7e1c6c\"><style>.stk-b7e1c6c {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">Secondly, clothing and footwear are issued for an amount of at least 12 non-taxable minimum incomes of citizens (hereinafter referred to as NMI). In monetary terms, this is 204 UAH (12 x 17 UAH).<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-e4a9048 p-indent\" data-block-id=\"e4a9048\"><style>.stk-e4a9048 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">At the same time, the wording &quot;not less&quot; means that it is theoretically possible to pay more, but not less. This also applies to other payments, which will be discussed below.<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-34faccb p-indent\" data-block-id=\"34faccb\"><style>.stk-34faccb {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\"><strong>During the study period<\/strong><\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-0186bd1 p-indent\" data-block-id=\"0186bd1\"><style>.stk-0186bd1 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">While studying at ZFPO and ZVO, orphan students are provided with clothing, footwear, and soft furnishings according to the standards established in Order No. 763 (<em>Order of the Ministry of Education and Science &quot;On approval of the norms of material and financial support for orphans and children deprived of parental care, as well as pupils of boarding schools&quot; dated 11\/17\/2003 No. 763.<\/em>). Thus, in accordance with clause 2.2 of this order, the standard financial provision for the purchase of wardrobe items and textile underwear for students is not less than 35 NMDG, or 595 UAH (35 x 17 UAH).<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-f8c0cc2 p-indent\" data-block-id=\"f8c0cc2\"><style>.stk-f8c0cc2 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">At the same time, the annual replenishment of wardrobe and textile underwear should not exceed 65 % of the specified norm. That is, it is necessary to meet the amount of 386.75 UAH (595 UAH x 65 %).<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-0679456 p-indent\" data-block-id=\"0679456\"><style>.stk-0679456 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\"><strong>After graduation (upon employment)<\/strong><\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-069bd03 p-indent\" data-block-id=\"069bd03\"><style>.stk-069bd03 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">ZFPO and ZVO must provide graduates from among orphans and children deprived of parental care with clothing, footwear, soft furnishings and equipment upon their employment (<a href=\"https:\/\/buhgalter.com.ua\/zakon.rada.gov.ua\/go\/226-94-%D0%BF\">clause 4 clause 13 of resolution No. 226<\/a>).<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-96b095e p-indent\" data-block-id=\"96b095e\"><style>.stk-96b095e {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">Such issuance is carried out for an amount of at least 40 NMDG, i.e. at least 680 UAH (40 x 17 UAH).<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-d2e476e p-indent\" data-block-id=\"d2e476e\"><style>.stk-d2e476e {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">At the request of graduates, they may be paid monetary compensation in the amount necessary to purchase clothing and footwear.<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-0d8b4e3\" data-block-id=\"0d8b4e3\"><style>.stk-0d8b4e3 {margin-top:12px !important;margin-bottom:12px !important;}.stk-0d8b4e3 .stk-block-text__text{color:var(--theme-palette-color-1, #005A9C) !important;text-transform:uppercase !important;}<\/style><p class=\"stk-block-text__text has-text-color has-text-align-center\"><strong>Assistance for the purchase of literature<\/strong><\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-0856a0a p-indent\" data-block-id=\"0856a0a\"><style>.stk-0856a0a {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">Within 30 days after the start of the academic year, ZFPO\/ZVO must pay orphan students an annual allowance for the purchase of educational literature.<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-2907caf p-indent\" data-block-id=\"2907caf\"><style>.stk-2907caf {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">This is provided <a href=\"http:\/\/zakon3.rada.gov.ua\/laws\/show\/2342-15\">Part 5, Article 8 of Law No. 2342<\/a> and <a href=\"https:\/\/buhgalter.com.ua\/zakon.rada.gov.ua\/go\/226-94-%D0%BF\">para. 2 p.p. 1 p. 13 of resolution No. 226<\/a>.<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-8dcc088 p-indent\" data-block-id=\"8dcc088\"><style>.stk-8dcc088 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">The amount of such assistance is at least three monthly social scholarships. Given the fact that assistance for the purchase of textbooks is annual, its payment is made every year (until September 30) before graduation. It is paid out of funds provided for educational institutions in the relevant budgets.<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-888bf73\" data-block-id=\"888bf73\"><style>.stk-888bf73 {margin-top:12px !important;margin-bottom:12px !important;}.stk-888bf73 .stk-block-text__text{color:var(--theme-palette-color-1, #005A9C) !important;text-transform:uppercase !important;}<\/style><p class=\"stk-block-text__text has-text-color has-text-align-center\"><strong>Financial aid for graduates<\/strong><\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-f9dd22a p-indent\" data-block-id=\"f9dd22a\"><style>.stk-f9dd22a {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">Graduate students from among orphans are entitled to a one-time cash benefit upon employment. The amount of such benefit is 6 subsistence minimums for persons of the appropriate age (<a href=\"http:\/\/zakon3.rada.gov.ua\/laws\/show\/2342-15\">Part 7, Article 8 of Law No. 2342<\/a>).<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-f03194e p-indent\" data-block-id=\"f03194e\"><style>.stk-f03194e {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">The level of education received by the graduate does not play a role here. The main thing is that after graduation the former student finds a job. The type of employment contract (fixed-term or open-ended) also does not matter.<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-330a9c8 p-indent\" data-block-id=\"330a9c8\"><style>.stk-330a9c8 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">But it is not worth delaying the payment of assistance to the educational institution. This must be done by the end of the current financial year in which the graduate graduated from the educational institution. This was emphasized by the specialists of the Ministry of Education and Science in the letter dated August 14, 2018 No. 1\/11-8602 (cf. USER_SHOW_ID).<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-183a25c\" data-block-id=\"183a25c\"><style>.stk-183a25c {margin-top:12px !important;margin-bottom:12px !important;}.stk-183a25c .stk-block-text__text{color:var(--theme-palette-color-1, #005A9C) !important;text-transform:uppercase !important;}<\/style><p class=\"stk-block-text__text has-text-color has-text-align-center\"><strong>Other benefits and guarantees<\/strong><\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-768dd06 p-indent\" data-block-id=\"768dd06\"><style>.stk-768dd06 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">In addition to the above, orphaned students are entitled to the following benefits and guarantees:<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-785acb0 p-indent\" data-block-id=\"785acb0\"><style>.stk-785acb0 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">\u2022 admission to educational institutions without competition (<a href=\"https:\/\/buhgalter.com.ua\/zakon.rada.gov.ua\/go\/226-94-%D0%BF\">clause 2 clause 13 of resolution No. 226<\/a>);<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-cda9b05 p-indent\" data-block-id=\"cda9b05\"><style>.stk-cda9b05 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">\u2022 free accommodation in a hostel <a href=\"http:\/\/zakon4.rada.gov.ua\/laws\/show\/796-2010-%D0%BF\">para. 2, clause 1 of Resolution No. 796<\/a> (<em>The list of paid services that may be provided by educational institutions, other institutions and educational system institutions belonging to the state and municipal forms of ownership, approved by the Resolution of the Cabinet of Ministers of Ukraine dated August 27, 2010 No. 796<\/em>);<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-38e387a p-indent\" data-block-id=\"38e387a\"><style>.stk-38e387a {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">\u2022 payment of annual material assistance from the scholarship fund of the educational institution in the amount of not less than 8 NMDG (<a href=\"https:\/\/buhgalter.com.ua\/zakon.rada.gov.ua\/go\/226-94-%D0%BF\">clause 3 clause 13 of resolution No. 226<\/a>);<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-d8e4a5a p-indent\" data-block-id=\"d8e4a5a\"><style>.stk-d8e4a5a {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">\u2022 payment (according to the norms for business trips) during the vacation period of daily allowances for the time spent on the road (there and back) and the cost of travel to the institutions or families where they were raised, at the expense of educational institutions (<a href=\"https:\/\/buhgalter.com.ua\/zakon.rada.gov.ua\/go\/226-94-%D0%BF\">p.p. 6 p. 13 of Resolution No. 226<\/a>);<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-d13419b p-indent\" data-block-id=\"d13419b\"><style>.stk-d13419b {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">\u2022 payment of a one-time cash benefit upon reaching the age of 18 in the manner and amounts specified <a href=\"https:\/\/zakon.rada.gov.ua\/laws\/show\/823-2005-%D0%BF#Text\">Resolution No. 823<\/a> (<em>Resolution of the Cabinet of Ministers of Ukraine \u201cOn Approval of the Procedure for Providing One-Time Assistance to Orphans and Children Deprived of Parental Care after Reaching the Age of 18\u201d dated August 25, 2005 No. 823<\/em>). However, this payment has no direct relation to the educational process or to educational institutions. For more information about the provision of such financial assistance and the procedure for its reflection in accounting accounts, read the article &quot;One-time assistance to orphans: showing it correctly in accounting.&quot;<\/p><\/div>\n\n\n\n<div class=\"wp-block-stackable-text stk-block-text stk-block stk-677ea77 p-indent\" data-block-id=\"677ea77\"><style>.stk-677ea77 {margin-bottom:0px !important;}<\/style><p class=\"stk-block-text__text has-text-align-justify\">Orphans and children deprived of parental care who have reached the age of 16, in the event of the absence of housing for such children, have the right to be registered in housing registration and social housing registration at the place of their origin or residence until the establishment of guardianship, care, placement in foster families, family-type orphanages, institutions for orphans and children deprived of parental care, upon application by the guardian or custodian, adoptive parents, foster parents, the administration of the institution where the child lives, or the guardianship and trusteeship body.
